BOGOTÁ, Colombia -- The arrest of Colombian President Álvaro Uribe's cousin and political ally, Mario Uribe, on charges of conspiring with the country's paramilitary groups, brings the country's so-called "para-politics" scandal closer to the president's inner circle.
